PEN Protocol

The MoHP Nepal endorsed PEN protocols 1 and 2 in July 2016. Protocol -1 is for Health Post  (HP) and protocol-2 is for Primary Health Care Centre(PHCC). These protocols are developed based on the country context following the Multi-sectoral Action Plan (2014-2020), National Health Policy- 2014.The protocol is a tool for implementing the Package of Essential Non-communicable Diseases ( PEN) for primary care in low-resource settings. It is an innovative and action-oriented set of cost-effective interventions that can be delivered to an acceptable quality of care, even in resource-poor settings. These tools will enable early detection and management of cardiovascular diseases, diabetes, chronic respiratory diseases and cancer to prevent life threatening complications (e.g. heart attacks, stroke, kidney failure, amputations, blindness). Basic principles of both protocols are 5As in order to simplify the process and use the protocol effectively as following.

            Action 2: Assess

            Action 3: Estimate CVD risk

            Action 4: Refer if necessary

            Action 5: Counsel and treat as necessary
